You can download the files and load it from there (offline or online). Sovereign Pay QR Editions allow you to scan QR codes of wallets, UTXO lists, and Transaction Hex Codes, which makes it easy and convenient to input addresses and if you want to be as secure as you can, you can even use a device not connected to the internet to assemble your transaction data and then use the transaction hex (a code from which your private keys cannot be derived) to broadcast the transaction from another device connected to the Internet.
But many browsers have restrictions over HTML files using phone's QR Code scanner. Here is a list of Internet/File Browsers that will allow you to take advantage of Sovereign Pay's QR code features.
