Can a Web3 Site be changed or taken down once it's published?

The inscribed pages themselves are permanent and cannot be edited or deleted — that is the whole point. What the author can do is publish a new version of a page and point the site's address at the new inscription. The earlier version still exists on-chain; the site simply displays the latest one.
